Dave has more than 20 years of telecommunications experience with increasing responsibilities in customer and network operations, systems development/deployment, project implementation and support, and business management.

  • Proven ability to manage and direct personnel and highly technical projects across a wide variety of disciplines.
  • Prior to Kitskoo, Dave held several senior management positions at Bayan Telecommunications Inc.  Most recently he was Vice President, Networks Operations.
  • Assumed responsibility for BayanTel Network Operations organization covering a national foot print in the Philippines providing LEC, internet, private line, long distance domestic/international, VPN and Data services. The Network organization consists of 542 personal engineering, building, monitoring and maintaining a nation wide network.
  • Networks Operations annual capital budget is 2.3 billion peso’s with on OPEX of 1.7 billion pesos.
  • Over the last 6 years has lead a complete upgrade of Bayan network to NGN using Cisco GSRs for the IPMPLS core coupled with ECI Ethernet / Ericson VDSL2 as the delivery system providing high speed bandwidth access across the country.
  • In the last 36 months has lead the complete engineering and nation wide deployment of a 3G CDMA2000 Network. This covered equipment approval, contract negotiation to the complete installation and commissioning into service the complete network while realigning Bayan internal network operations group to cost effectively monitor and manage the system.
  • Dave’s prior position at Bayan was Vice President, Customer Care
  • Assumed responsibility for BayanTel customer care organization covering a national foot print in the Philippines providing LEC, internet, private line, long distance domestic/international, VPN and Data services. The 264 member organization provided customer service, collections, billing, carrier settlements and plant operations.
  • BayanTel’s annual revenues are 5 billion pesos. This position was responsible for developing and implementing all policies and procedures to insure the integrity of the process and the quality of service nation wide.
  • Prior to Bayan, Dave held several senior management positions at Verizon. He was Vice President/General Manager of Verizon Saipan.
  • Operated full service telecommunications business providing local wireline, long distance, cellular, and Internet services, with annual revenues exceeding $42 million. Responsibilities included all business unit activities including strategic and capital planning, daily operations, revenue growth, expense management, and financial performance.
  • Improved business performance through increased process efficiencies by approximately 0.5 million dollars annually and reducing overall operating expenses by $5 million. Increased revenues $2.2 million by recovering long distance settlements and through improved market share in cellular and prepaid calling cards. Met or exceeded all financial and operational objectives.
  • Previously Dave held various management positions at GTE including, Director Network Planning, GTE Overseas (China Paging)
  • Directed GTE’s business expansion into the Peoples’ Republic of China through a joint venture with a commercial division of the military branch of the Chinese government. Responsible for project oversight, with emphasis on infrastructure deployment including strategic planning and tactical implementation of network transportation and transmission, operations support systems, land and buildings, operations centers, and retail centers. Project budget of $82 million provided nationwide paging in 25 cities, supported by more than forty retail outlets and three operations centers. Managed project staff of 590 comprised of GTE expatriates and local personnel.
  • Dave was also Operations Consultant, at GT EMexico (Bancomer)
  • Directed the construction of a nationwide ATM network to support a major bank’s data requirements and business expansion. Responsibilities included infrastructure planning, vendor selection, contract negotiation, supply and transportation (including customs), network construction, and operations implementation. Directed engineering and construction staff of 45 people to complete the $56 million project on time, within budget.
  • Previously he was Manager, Network Operations Support International
  • Responsible for the integration of business plans and new network technologies and services within GTE international business units. Supported multiple projects throughout the Americas (e.g., Venezuela, Dominican Republic, and Canada), with emphasis on network management process improvements. Implemented standard network and operations support systems throughout GTE International to minimize systems costs and maximize operational efficiencies.
  • Led due diligence teams in the valuation of new telecommunications ventures, property acquisitions, and performance improvement programs in China, Peru, Philippines, and Venezuela. These activities were instrumental in defining and executing the corporation’s strategic plan for international business expansion and improved the contribution of international business units to the corporation’s consolidated financial performance.
  • Dave also held a variety of Operations, Customer Support, Network Support & Technical Operations positions across the GTE operations in CANTV, Venezuela and in Irving, Texas.
